In partnership with the network of stakeholders working in land tenure in Guinea and Senegal, GRET organised two workshops on land tenure governance last March and April.
These meetings were facilitated by the “Land Tenure & development technical committee (in french)”, for which GRET ensures the scientific secretariat. The workshops aimed to strengthen multi-stakeholder dialogue to inform reflections underway on the development of land tenure policies, facilitate discussions and exchange of experiences between countries and expand the Committee’s network by highlighting its collaborations with West African stakeholders.
In Guinea, the workshop was co-organised with Acord Guinée (in french) and the National rural land Directorate of the Ministry of Agriculture. Debates were held via several panels concerning:
- processes of reflection underway in the various ministries concerned by land tenure issues;
- land tenure security issues and practices in rural areas in the country’s various regions;
- the various collective initiatives underway, led in particular by civil society.
These debates made it possible to revive interministerial dialogue on strategic issues relating to the coherence of the various sectoral initiatives underway in the area of land tenure, and on the necessity to better document and recognise local practices with a view to launching reflections on reform of agricultural and rural land.
In Senegal, the meeting was facilitated by the National council for consultation and cooperation among rural dwellers (CNCR) and Enda Pronat (in french). It brought together numerous civil society organisations, and members of the Framework for reflection and action on land tenure in Senegal (CRAFS). The discussions made it possible to highlight the necessity to recreate a strong alliance between civil society organisations and local elected representatives, in order to focus on the issues of local land tenure governance, with a view to ensuring concrete improvements in the field and reviving political dialogue with the State of Senegal on the continuation of an inclusive reflection process on reforms to be undertaken.
