Analysis of the economic partnership agreement between the European Union and West Africa

The summary report entitled “Cohérence des politiques avec le développement, l’exemple de l’APE Afrique de l’Ouest” (Consistency of policies with development, the example of the economic partnership agreement with West Africa), written by GRET for the French Ministry of Agriculture and Food (in French) is now available for downloading.

In the introduction, the context, objectives and methodology of the study are presented. The content of the economic partnership agreement, and French and European exports of food and agricultural products to West Africa are subsequently examined.  The analysis of the various types of products exported makes it possible to identify those entailing a potential risk of making local, national and regional value chains fragile.

Based on this, three types of products (wheat, milk and dairy products, and complementary foods for children) and two countries (Ivory Coast and Senegal) were selected to conduct case studies, the results of which are presented in the form of a summary. The study concludes by making recommendations; with a view to avoiding inconsistencies with development objectives, these recommendations concern both the implementation of the economic partnership agreement and future trade negotiations.
