GRET is an international fair development NGO, founded in 1976 and governed by French law, working from field level to political level to combat poverty and inequalities.

In 2021, its staff of 756 professionals implemented 224 projects, studies and expert consulting missions in 28 countries, mainly in Africa and South-East Asia.

One area of expertise is Natural Resource Management (NRM), including social management of water resource and irrigation.

GRET has been operating in Cambodia since 1988 to improve access to basic services, social health protection and credit services in small towns and rural areas. It also supports small farmers while promoting agroecology and irrigation. Since 1998, GRET provided support to irrigation development projects and policies in the country, in close cooperation with the Ministry of Water Resource and Meteorology (Mowram) and civil society organizations.

Wat4cam project

Wat4cam project (Water resource management and agro-ecological transition in Cambodia) is a long term project funded by AFD and implemented by the Ministry of Water Resource and Meteorology (Mowram) and the Ministry of Agriculture and Forestry (Maf) of Cambodia.

The current phase 1 started in January 2020 for a period of 48 months. Phase 1 aims at supporting the rehabilitation, development and modernization of 7 to 13 Irrigation Schemes and 20 to 40 Preks (small irrigation schemes) to improve the reliability of water supplies on 15,000 to 20,000 ha in 5 provinces in the country (Battambang, Siem Reap, Kampong Thom, Preah Vihear and Kandal).

Gret, in consortium with SCP (Société du Canal de Provence – lead) and Meiho (Cambodian branch of Meiho Engineering Inc.), is providing technical assistance to the Mowram on the component “improvement of irrigation management” (TA-ISWM) of the project.

Position

Gret is now recruiting an international expert in social water management (gestion sociale de l’eau) and irrigation, to join the TA-ISWM team in Phnom Penh.

The expert will be part of the Natural Resource Management team of Gret, and will be under the responsibility of GRET’s Representative in Cambodia.

The expert will join the TA-ISWM team in Phnom Penh, and will be under the operational coordination of the TA team leader.

Main Duties

The expert mission will focus on the creation and training of farmer water user communities (FWUC), and the training of technicians from the provincial offices of the Mowram (Pdowram), so that they are both in capacity to “co-manage” and develop irrigation schemes and preks, in close coordination with agriculture cooperatives (AC) where they exist.

The position is based in Phnom Penh. with 2/3 of the time in the field for supporting the teams of the TA and the provincial offices in the provinces. The project covers 11 rice irrigated perimeters and 20 market gardening/horticultural irrigated perimeters (preks) in 5 provinces.

The work includes an important part of coordination / methodological support for the teams, and of coordination between the various institutional actors of the project, the Cambodian administration and  the technical assistance teams to the project (in particular TA-infrastructure and TA-agriculture).

Profile

  • Master’s degree in tertiary social science
  • Preferably 10 years of combined international and national professional experience as community development, capacity building, local empowerment
  • Worked as FWUC [water user associations] development expert in at least two similar scale or type projects in the past 10 years
  • Relevant international experience and experience in similar environment
  • Excellent command of both written & spoken English and proficiency in using project related software and be computer literate
  • Physical health condition to perform the job with frequent travel to irrigation schemes
  • Strong communication skills and ability to liaise with various stakeholders, including government officials.
